Budget 2027: What It Means for High-Value Lelong Buyers
Prime Minister Datuk Seri Anwar Ibrahim, who is also finance minister, tabled Budget 2027 in the Dewan Rakyat on 9 October 2026. Housing featured heavily, but nearly every housing measure targets first-time buyers of homes priced under RM750,000. If you bid on bungalows, shop offices, land or factories at bank auction, the parts that matter to you sit elsewhere in the speech.
What was announced
According to the New Straits Times, first-time buyers will get a full stamp duty exemption on the loan agreement and transfer instrument for homes up to RM500,000. For homes priced up to RM750,000, the first RM500,000 is fully exempt and the balance gets a 50% exemption. Both apply to sale and purchase agreements executed from 1 January 2027 to 31 December 2030. Syarikat Jaminan Kredit Perumahan (SJKP) will provide up to RM20 billion in financing guarantees for about 80,000 first-time buyers, especially the self-employed. Rescue developers and original purchasers in abandoned projects get a stamp duty exemption over the same period.
On tax, the speech text published by The Edge says some resident individual tax bands fall by one percentage point, individual relief rises from RM9,000 to RM12,000, and the rate on income above RM1 million "will be adjusted to 30%". Malaysiakini reported that MSME company tax drops to 14% on the first RM150,000 of chargeable income and 16% on income from RM150,000 to RM600,000. The speech also says SJPP and Credit Guarantee Corporation will offer up to RM32 billion in business financing guarantees in 2027.
For Kuala Lumpur, NST reported that a 40.5ha leasehold plot at Bukit Kiara will be gazetted as a Federal Park, and that DBKL has allocated RM400 million for new green space and public facilities. The speech sets aside RM100 million for retention ponds and river maintenance to tackle flash floods in the Klang Valley.
Developers' body Rehda welcomed the housing package, EdgeProp reported, but asked the government to consider extending the relief to homes up to RM1 million and to revive the Home Ownership Campaign to help sell completed unsold homes.
We found no change to real property gains tax or foreign buyer rules in the published speech text. These remain budget proposals until the Finance Bill is passed and gazetted.
What it means for high-value auction buyers
No stamp duty break at this level. BidNest lists lots whose first auction reserve was RM2 million or more. Even after several discounted rounds, those lots remain well above the RM750,000 ceiling. Budget for stamp duty on the full purchase price, as before.
Ownership structure deserves a second look. If you hold rental bungalows or shop offices in your own name and earn more than RM1 million a year, the 30% rate applies to the top slice of that income. Business owners buying a shop office or factory through a company may gain a little from the lower MSME rates. The right structure depends on your situation, so settle it with a tax adviser before you bid, not after the hammer falls.
Auction mechanics are untouched. Nothing in the budget changes reserve prices or auction procedure. According to BidNest's market report, only 11% of first-round auctions in our records sold, against 56.7% at round five or later, and 51.3% of winning bids were exactly at the reserve. Reading the round you are bidding in still matters more than anything in this budget.
Bukit Kiara keeps its green edge. Landed homes near the park, for example in Damansara Heights, border land now earmarked for protection. That supports the setting, but it is not a promise of higher prices.
Practical steps
- Cost stamp duty and legal fees on the full price, and do not assume any first-home relief applies.
- If you need financing, speak to your bank before auction day. The budget announced no change to lending rules for this segment.
- Review personal versus company ownership with your tax adviser once the 2027 rates are confirmed in the Finance Bill.
- For landed and industrial lots in flood-prone parts of the Klang Valley, check the flood history of the street yourself. A national allocation does not fix any single location.
- If the Home Ownership Campaign returns, remember that past campaigns covered purchases from developers, not auction sales, so compare like with like.
